Colorado Film Commission - Film and Commercial Production in Colorado
 

Each year, Colorado State Parks receive thousands of individual and business applications for authorization for use of Colorado State Park land for photography, film and video productions. Colorado State Park Managers carefully review each application to determine how the request affects the public's use of the Colorado State Park land they manage.

Colorado State Parks Special Activities Permit Regulations and Fees


  1. Special Activities means those events which have the potential for a significant adverse impact on park values or the health, safety or welfare of park visitors or which may otherwise require special planning/scheduling for proper management. Film or Television Production falls under Colorado State Parks requirement for obtaining a Special Activities Permit. Applications generally should be made to the Park Manager at least ninety (90) days prior to the event. Special Activities Permit Applications must be accompanied by the appropriate application filing fee. This requirement for an application to be filed ninety days prior to an event will be waived in circumstances where arrangements can be made in a shorter time without putting an undue administrative burden on the Park Manager or when no special arrangements are necessary.
  2. The decision of whether to approve Special Activity Permits will be made by the Park Manager when it is determined that Film or Television Production will not involve the use of a park or recreation area by a group of persons totaling more than the park or recreation area's established carrying capacity. Otherwise, the Regional Manager shall make the decision of whether to approve the permit. The decision of whether to approve Special Activities Permit will be based on the impact on park values and/or the health, safety and welfare of park visitors and other affected persons, and also will be based on:
    1. The nature of the park or recreation area and the types of recreational opportunities/resources it is intended to provide the public.
    2. The carrying capacity of the facility or facilities to be utilized during the Film or Television Production compared to:
      1. The total number of park visitors including participants and spectators anticipated; and
      2. The total number of vehicles, vessels or persons expected to participate in production activities.
       
    3. The extent to which the Film or Television Production will contribute to the variety of outdoor recreational opportunities available to the people of this state and its visitors.
    4. The extent to which the activity places an administrative burden on the staff of the park area.
     
  3. Permits will be denied when a proposed Film or Television Production would have significant adverse impact on park values, pose significant threats to the health, safety or welfare of park visitors or other persons, be inconsistent with area management plans or intended facility use or place an unreasonable administrative burden on park staff.
  4. Whenever it is determined that any Film or Televison Production will involve the use of a park or recreation area by a group of persons totaling more than the park or recreation area's established carrying capacity, a thirty day written public comment period and a Public Meeting will be required prior to the granting of a permit. The Park Manager will be required to publish notice of both the written comment period and the meeting at least once in a newspaper of general circulation in the county or counties where the park or recreation area is located. The meeting will be conducted by the Division Representative responsible for the permit issuance decision and held either at the park or recreation area or within a county in which the park or recreation area is located. The Public Meeting sole purpose is to invite public comment.
  5. An application for a permit will be promptly handled and the applicant will be notified immediately after the taking of action on the application. If the application is denied, the applicant will be notified in writing within five working days. Written notification shall include the basis for the denial. The applicant may submit a written appeal of a denial to the Division Director within sixty days of receipt of the denial, requesting an Administrative Hearing. If the date of the proposed Film or Television Production is to occur within the sixty day appeal period, then the applicant shall submit any written appeal as soon as practicable so as to allow a reasonable time for the Director to act upon the appeal. Absent special circumstances justifying a later submittal and depending upon the nature of the proposed Film or Television Production and the amount of preparation required on the part of the Division, generally an appeal submitted less than twenty-five days prior to the proposed Film or Television Production will be deemed untimely.
  6. Upon written request, the Division will waive the requirement for a Park Pass for those vehicles when all the occupants are entering parks and outdoor recreation areas for the purpose of administering permitted Film or Television Production and not for the purpose of their own recreation.
  7. For Film or Television Productions where the Division Representative responsible for the permit issuance decision determines it will be a greater administrative ease for the Division to administer the activity, an alternative fee of $1.00 per person per day may be charged for admission of persons participating in the Film or Television Production in lieu of the requirement for each vehicle to have a valid parks pass.

Stretching for almost 150 miles along the Arkansas River, the Arkansas Headwaters Recreation Area offers abundant and outstanding opportunities for fishing, rafting, kayaking, picnicking, hiking, camping, mountain biking, and sightseeing among deep canyons, broad valleys and towering mountain peaks. The Arkansas Headwaters Recreation Area is a landmark cooperative effort of the US Bureau of Land Management and Colorado State Parks. Through this partnership, both agencies provide visitors with outstanding recreation opportunities and care for the nationally significant natural resources of the Arkansas Valley.

Barr Lake is known as an exceptional wildlife habitat. Bird watchers can spot over 300 species of birds at the park, which is home to the Rocky Mountain Bird Observatory and an important Colorado wildlife refuge.

The southwest side of the lake and the marshes along its edge provide habitat for numerous species of bird, including great blue herons, bald eagles and pelicans. A family of eagles nest in the park each spring. Visitors can watch the birds from the comfort of a lakeside gazebo, from boat on the northeast end of the lake or on the Eagle Express, Barr Lake's motorized shuttle trail ride.

Cherry Creek State Park offers unlimited recreation opportunities anchored around a 880 surface acre lake with natural prairie environment of gentle, rolling hills and complete outdoor recreation facilities, including camping, group picnic sites and facilities for special events, all in the midst of a busy urban area.


Cheyenne Mountain State Park

Cheyenne Mountain State Park is soon to be El Paso County's first and only state park. Located west of Highway 115 the park lies at the base of Cheyenne Mountain and encompasses 1680 acres. Colorado State Parks acquired the property in 2000 and completed a comprehensive master planning process in 2004. Foremost among the park's recreational opportunities to be offered include an elaborate trail system consisting of 17 to 18 miles of natural surface trails for hiking and biking.

Construction and development of the park is in full gear and should open in the fall of 2006. The park will open in phases. The first phase will include the Visitor Center and a large trailhead parking lot. Additional phases will soon follow with the opening of picnic areas, campgrounds, and eventually cabins and the event center.

Located only 30 minutes from Denver, Golden Gate Canyon State Park comprises 12,000 acres of dense forest, rocky peaks and aspen-filled meadows. Harvey Gap State Park is located approximately six miles north of Silt, Colorado and six miles east of Rifle Gap State Park. The reservoir is about 190 surface acres when full and is a favorite spot with anglers. The lake sits at an elevation of 6,500 feet in an area of cedar and sagebrush and the lakeshore has many shady cottonwood trees. The Grand Hogback, the ridge that marks the edge of the Rocky Mountains, runs along the south end of the reservoir.

An ideal base camp for exploring the Grand Junction area, Highline Lake State Park is the center for water sports in the Grand Valley of western Colorado. Due to the park's low elevation, it is an ideal getaway from early spring to late fall. There are two beautiful lakes at the park - Highline Lake is designated for water-skiers and boaters and Mack Mesa Lake is designated for wakeless boating only. A watchable wildlife migratory waterfowl overlook provides an excellent spot from which to watch the park's wildlife, especially during the winter, when thousands of ducks and geese migrate.

Once known primarily for the hunting, Jackson Lake State Park has become one of Colorado's finest outdoor recreation and water sports sites. In October 2005, the Colorado State Parks Board honored the memory of Mr. James M. Robb by adding his name to the park he helped create. A civic leader, former parks board member and chair, elected representative and champion of Colorado State Parks, Robb also helped to create the Colorado Riverfront Foundation. He referred to this Grand Junction area park as a String of Pearls.

Each pearl has its own specialty, from Island Acres on the east end, to Corn Lake, Connected Lakes and the Wildlife Area in the center, to Fruita at the west end of the Park. Island Acres and Fruita both have scenery that is very different. Make sure to also visit the Colorado River Wildlife Area to view many species of birds and wildlife in their natural habitat.

Sylvan Lake State Park, located just south of Eagle surrounded by the White River National Forest, beckons you to leave the ordinary and discover the multitude of opportunities for recreation and solitude. Nestled in the foothills of southern Colorado, bordered by the historic Santa Fe Trail and scenic Highway of Legends, Trinidad Lake State Park offers 10 miles of trails providing a variety of hiking opportunities including two self-guided nature hikes. Visitors can choose anything from a short walk near the Visitor Center to eight-mile hikes into primitive backcountry areas. Also make sure to explore the mountain branch of the historic Santa Fe Trail in nearby Trinidad. This former mining town welcomes visitors with its rich history and culture.

Vega State Park contains a beautiful, high-mountain lake that sits in a glorious alpine meadow on the west edge of Grand Mesa National Forest. Warm weather visitors are embraced by unexpected sub-alpine beauty, mild temperatures and blue Colorado skies characteristic of the park's 8,000 feet altitude.

The park's lake offers great boating, water-skiing and fishing. Excellent ice fishing and snowmobiling have also made Vega State Park popular with winter visitors. Visitors may access trails atop Grand Mesa for hiking, trail biking and four-wheeling in the summer, and cross-country skiing and snowmobiling in the winter.
