Incentives

The Colorado Film Incentive program offers producers a 10% cash rebate for production costs taking place in the State of Colorado.  The incentive program covers feature films (both independent and studio), television pilots, television series (broadcast and cable), television commercials, music videos, industrials, documentaries and video game design and creation.

To qualify for the program a Colorado production company must have qualified in-state spending of at least $100,000 on the project while an out-of-state production company must have at least $250,000 in qualifying expenses.  In addition to the qualifying expenses, at least 25% of the workforce on every project must be Colorado residents in order for the project to meet state incentive guidelines.

To begin the qualifying process a production company must submit a "Statement of Intent" along with a W-9 form.  The "Statement of Intent" can be mailed, e-mailed, faxed or delivered in person to the film office located at 1625 Broadway, Ste. 2700, Denver, CO 80202.  Additional information can be obtained by calling the Office of Film, Television and Media at 303.592.4065.

Production companies headquartered in another state will have to register as a "foreign entity" with the Colorado Secretary of State in order to qualify for the incentive.  The cost of the registration is $125.  The registration form is currently available on-line however cannot be submitted on-line.

Colorado currently has limited funding for this program.  To make sure your production qualifies we encourage production companies to submit a "Statement of Intent" as soon as it is determined you will be filming in Colorado.

Once a "Statement of Intent" application has been approved the production company will receive a "Notice of Conditional Approval".  Once the "Conditional Approval" notification has been delivered the State will begin the process of entering into a formal contract with the production company.  The contract must be fully executed by both the production company and the state before the production company is fully approved.

Finally, when the production company has finished production activities in Colorado it must submit a "Proof of Perfomance" as stated in the contract. Once the "Proof of Performance" documentation has been approved by the Film Office and the Creative Industries Council the rebate check will be mailed to the prodution company.
